The Adam Human Rights Center, one of the institutions affiliated with the religious authority in the holy city of Karbala, held a session on the topic “Protecting Human Rights Against the Risks of Development Projects.” The meeting was attended by a group of university professors, research center directors, and specialized experts.

During the session, Dr. Haidar Husayn Alkariti, a professor at the College of Law at the University of Karbala, presented a research paper in which he stated:
“Development projects are a fundamental pillar of modern life. Through them, public services are provided, and human rights are ensured. At the same time, such projects serve as indicators of the progress and civilization of nations.”

He further added: “Development projects include various residential and non-residential structures, such as schools, hospitals, bridges, dams, and energy schemes. Our focus in this study is on projects implemented by the public sector, as these—due to their scale and importance—may face technical risks that could endanger human lives. Therefore, legal and supervisory guarantees are essential to mitigate these risks.”
